What is wrong with this picture? (W-E Doric II Junior)

This is a photo of a Wahl-Eversharp Doric II (2nd generation), size Junior, taken apart for re-saccing, and positioned laterally as it will be when the section is back in the barrel (the cap is not correctly positioned). You will notice the barrel has what appears to be an ink window. You may also notice that this ink window (if that's what it is supposed to be) is well above the top of the sac nipple, so it is absolutely useless to tell if there is any ink remaining in the pen. 

 

I'm not the most observant person in the world, nor the most widely experienced in pen stuff, but I don't think I've ever seen an arrangement like this. It's fairly rare to see an ink window on a lever-filler pen, but I think I have seen a few before; I don't remember how they did it, but I have looked and it always seemed like they made it work somehow. I don't see any way to make this work. 

 

Is this normal for this model and size of pen? If so, why? If not, what likely happened here? I'm hoping to sell this pen, and if it has been messed-about with, I need to disclose that fact.
