Anyone know what these are?

I was cleaning out a desk drawer and found these but have no idea what they are or what they're used for.  At first I thought they were some kind of converter but, as you can see, they seem to be filled with a clear substance that looks like it might be silicone grease.  The black rods appear to be some type of piston.  Am I on the right track here?

Piston grease. It’s silicone, usually included with Chinese piston pens.

+ 1. Can this container close properly after they are empty? Is it possible to use them to carry ink?
