I found an explanation in English on the website of the Government Public Relations Office. I think it is much clearer than my explanation.

The additional patent is for the "nanocomposite coating" technology described here. The helmets of the Japanese professional baseball team, of which Masahiro Tanaka, who played for the NY Yankees, is currently a member, are also coated with Tamamushi Nuri.

The new coating technology is making coatings stronger and expanding their applications.

As such, this situation suggests that a project initiated by a Japanese government agency in the 1930s is still ongoing by granting exclusivity to the private sector.

There are many rumors about Wancher, so I don't know if the pen in the video is purely Japanese, but it is a Tamamushi wing pen, so I know it has nothing to do with Tamamushi Nuri.

 

The texture of the urushi nuri can be imitated, but the strength of the coating has added enough features to enable intense sports applications, and the durability of the coating has reached an unrivaled level.

My post went off on a tangent to explain the little-known Tamamushi Nuri, but I think it would be a good idea to actually have an expert's naked eye visual inspection of the OP's pen.

I will tell you again that it is a very beautiful pen.
