Parker 21 - stops writing sporadically. Hood alignment issue?

I recently picked up a Parker 21. Easily the smoothest writer in my entire collection. Not the prettiest nor most expensive pen I own, but I absolutely love it as my daily driver.

The problem is that it seems to run out of ink spontaneously. I open it up, see the sac is full and the collector appears loaded.

I also notice that the hood seems to turn slightly. My hunch is that the hood is moving relative to the nib, and squeezing it, preventing ink from flowing to the tines.

There doesn't seem to be anything for the hood to index to. I can try to hold the collector, and thread the barrel to where I want it, and then thread the hood to where it will sit properly, but every time I refill the pen, I would have to do that. I have to be missing something. I am hesitant to put a drop of shellac or similar on the hood to act as a threadlock.

Any advice would be appreciated.

I'm guessing but is this a 21 Super?

Based on my reading since seeing your post, yes, its a special.

To be honest, I have only little experience with Parkers and I had no intention of buying it until I tried it. It just writes so perfectly, I couldn't pass it up. I am seeing now that I got absolutely hosed on the price, but it is what it is...

You need to be aligning the nib to the hood, not the hood to the nib. The nib will rotate within in the barrel. The system is the same as on the 51 so I would advise a search on youtube for servicing a 51 as it will be the same. It may need a good soak in warm if the collector is stuborn.
