It state on clip and body engraving " Watrman's " and on body " made in France ) fairly grithy at 13mm ; nob engraved tip to base " Waterma's " - " 18k " - " 3 "

These French made Waterman pens were introduced in 1947 and were available as lever fillers with model number 4853 or 4852V (for the Standard or small size) or as a glass cartridge filler with model number 4823 (Standard size). The 'over the top' clip was redesigned in 1954 so your pen can be dated to 1947-1953.
