Curious nib in brass container

But extensive searching has revealed no connection between "Buffalo NY" and "The Bismarck".  I remain hopeful that someone might suggest an answer to this mystery.

It seems like it should be either a hotel or a store, but I also can't find any such beast in Buffalo. The famous Bismark Hotel was in Chicago. I looked in Buffalo city directories and newspapers, and find nothing. Curious.

The only thing I could find is a Bismarck Street which, as I type, is part of a not terribly old residential development.
