Pukka pad QC/QA

Ok here is the conundrum do companies like Pukkapad have different paper mills and QC/QA standards for different paper formats IE A4 / A5. That and their Journals/Leather covered notepads.

 

when writing on my Pukkapad notebook I have noticed that the A5 format jotted pads and smaller are not as sized or coated as the A4 refill type pads. Also the small pads show a lot more show through although supposed to be same gsm.

 

that got me wondering do they use different paper mills and have different standards for different types of pad / paper even though they are supposedly the same across the board. 
 

has anyone else on here experienced this phenomenon?
