What is this ballpoint pen?

The correct name for your ballpoint is Parker "International" that was introduced in circa 1959. Your pen can be mistaken for a P61 Flighter ballpoint indeed but the two slender gold filled cap bands identify it as the Parker "International Flighter", which appeared in late 1961.

The Parker "International" was a cap-activated ballpoint and was phased out in 1967 when Parker introduced the Parker "International Classic". That was a button-activated ballpoint with design characteristics of the t-ball Jotter, albeit more slender and with different clip.

I have a twist mechanical pencil with the same two gold cap bands as this ballpoint pen.

 

The jewel is white (transparent) and has a "3" engraved on the cap top tassie.

I once read a post that this "3" stamping was found on 45 Insignia and 61 cap top tassies and could mean that the part was manufactured in 1963. (but some stated there was no proof)

I would say yours is an International.

I have a set of these, and yours sounds identical to mine, right down to the 3 on the clip.

Incidentally, the inner box calls them International Jotters, and the outer sticker calls them International Flighters.

The 2 incised cap rings indicates the International over a 61 Jet Flighter, even more than the cap jewel (which can be swapped).

My regular FPN account is "Original PointyThings". This account was started a while back so I could claim my screen name of "PointyThings."

I have corrected my response above: the introduction date of the Parker International ballpoint was not "late 1961" but "late 1950s".
