This is a standard Sheaffer Imperial cap. Plastic caps are pretty much the same except that there is a cap band that covers the lower part of the inner cap.

The plastic piece at right is inserted first with the window lining up with the opening in the cap.   The clip is inserted through the cap and plastic piece, then the clip spring is inserted through the inside end of the clip with the curved part facing out, and then pressed home.  The inner cap is one piece stamped metal with a closed end and is a close fit in the cap.  Sheaffer applied a heat released adhesive to the inner cap at the top of the flat part before inserting it in the cap.  In some cases this was simply a heavy coating of shellac.  The inner cap is inserted so that it sits a bit lower than the cap lip.
