Doesn't work as good as I expected: lots of feathering and bleedthrough.

You using some kind of premium envelopes?

I used to not risk it, and I still wouldn't for important packages, but I've started to ease up if I'm using water-resistant/ iron gall inks. Never with the stuff that I know has 0 water resistance, though, I'm not a trusting soul and too many of my letters are internationally addressed.

Yes. I've never had any problems and I send letters all over the world. I use black or blue ink - whatever I have loaded.

Always use fountain pen inks, and stick cellophane tape, instead of candle wax.

Water resistance is not a problem, but most envelopes induce mega-feathering. I use a ballpoint.

Waterproof? Consider that most Americans used Sheaffer Skrip or Parker Quink until the 1960s, when more and more people began using ballpoints. Fans of ultra-waterproof inks, today, would sneer at the im-permanence of permanent ink from the years when the FP or dip pen was what everyone meant by a "pen".

Come to think of it, from mailbox to truck to Post Office through the postal service handling to delivery, not much is exposed to water. Can't remember getting a wet piece of mail.

The big problem seems to be the garbage paper used in envelopes now. Like the "ballpoint-friendly" paper so easily available.
