I don't think so but I doubt if it is any better than a JH159. Pierre Cardin doesn't mean much in the pen world.

Pierre Cardin pens seem to be made in India - saw some advertisements of producers. Prices as low as 300 Indian rupees = $4-5.

In China and India you can buy pens which resemble a Jinhao 159. In China, several makers offer an unbranded pen which is (nearly) identical to a Jinhao 159. And even the Jinhao 159 pens are not made by one maker but by several - either knock-offs or licensed.

I could also be that someone borrowed the Cardin name and it is even not made for Cardin.

 

I wouldn't buy this pen for more than $5-10.

That's just a jinhao - that pen is simple adjusted to meet the buyer's request. Most factories in China don't discriminate even when they have a contract, they'll sell their product on.

 

The nib looks particularly terrible. Whole thing is a giant scam, the seller is probably buying them for thirty or forty cents each.
