Possible French Pen? Help Identifying It Please

Hi, I recently acquired this pen from France. It had a Valentine Pen co. nib in that I wanted.

 

It has no visible markings but is in good condition. Under the Valentine nib was another nib! This is a nice, small, warranted 14K nib. Without the Valentine nib, the feed and nib are loose!

 

The filler mechanism seems to work fine. I would like to restore it to what it should be.... but what is it?
