Wow, Quite the difference between the splash and writing samples. Does it look that different in real life? The writing samples look like a de-saturated Yama Dori to me.

Also looks similar to Noodler's Legal Lapis. Same greenish tint.

Yes, it is an interesting effect. Scanner is calibrated, and it looks like the real thing.

Only thing I can think of is the difference between the non-absorbent Tomoe River, and more absorbent splash card

I think it's more to do with the color and properties of Tomoe River vs. Col-o-Ring cardstock. Col-o-Ring is more pure white and a bit more absorbent, textured. I find that it shows off ink color more accurately. Tomoe River white is creamy and not pure white--I have both Tomoe River white and cream notebooks, and white is definitely still off-white. Something about that and how the inks sit on the surface of Tomoe River gives a different effect to the final ink appearance vs. what you'd see on Col-o-Ring paper. I also use both in my ink sample testing, and there's always a difference.
