Is The Plastic Used For Standard International Cartridges Recyclable?

Well, yes and no....

I wonder whether they leak and whether they work with different styles of cartridges that have different size openings.  Especially given my experience with "international standard" cartridges and converters -- the converters in particular -- not being as "international" as advertised....

I know this thread is pretty old, but your question about recyclability is still relevant. When it comes to standard international cartridges, the plastic used can vary depending on the brand. However, many cartridges are made from recyclable plastics.
To be sure about the recycling options in your area, it's best to check with your local recycling system. They can provide up-to-date information on what types of plastics they accept.
On a side note, if you're interested in eco-friendly alternatives, have you ever considered paper grocery bags? They're a great way to reduce plastic waste. Check out interplas.com/paper-grocery-bags. They have some cool eco-friendly options.
