Bhr Pen - Fw Francis, Victoria, Bc

I bought a mixed lot of fountain pens at a local auction recently and among them was a BHR lever-fill pen engraved FW Francis, BC. The body of the pen has no wear or scratches to the rubber and is still jet black. It looks as though it has never been used.

The pattern on the body is a ripple effect which I hope you can see from the photos. The nib is engraved 14CT, 1st Quality, Warranted.

The section pulls out of the body and I have emptied out the remains of the old, perished sac. I haven't replaced the sac yet, but the lever mechanism works perfectly so I don't envisage any problems when I do.

 

I did a bit of online research, and didn't come across any other pens engraved like this one, but I did find that there is a long-established jewellers of this name in Victoria and assume that they commissioned the pens originally. Does anyone know anything of FW Francis pens and can anyone identify the manufacturer from the ripple pattern on the body or the shape of the fill lever? Any information would be much appreciated.
