Help! Tsca Form

So I am a lurker and this is my first post. My wife bought me my first fountain pen for our anniversary last year and now I have the obsession.

 

To my question. I bought a Montblanc 149 on EBay from a seller in Italy. Everything was going well until DHL calls me and says the pen has a bottle of ink with it and they need a TSCA certification form from either me or the seller. I cannot get in contact with the seller and have no idea how to fill out the form.

 

Anybody faced this problem? Any advice?

 

Thanks in advance from new I who should have done more homework.

Welcome home. Pull up a stump and set a spell. I suggest going in person to your local DHL location where they can help you fill it out.

 

It's really not a biggie; there is a box you can check that says it's not a toxic substance.

I Have bought a few pens from Italy that had ink with them and have had no problems. I get an invoice from DHL for " import taxes " and that's it. I wonder if it was because I bought from an Authorised Dealer??

The TSCA form needs to be filled out by either the exporter or importer. You can see the form online. If the seller filled it out then it's likely the buyer would not even know it exists.

Thanks for the reply and information. Has anybody filled this form out? I got the form and have been told ink is covered by the TSCA. I certify that it complies then form asks for the formula?

As ever Jar, you are a fountain of knowledge. Never even knew such a form existed. I guess I must have been lucky and the form was filled in each time by the seller.

I have emailed the EPA asking for enlightenment and directions. Awaiting their answer.

Thank you, you are going far beyond what one could ask for helping a fellow pen lover, however stranger none the less.

 

I had DHL ( the shipper) send me a paper copy of the required certification and filled out what I could and still certify as true. I checked the box that it was compliant with the TSCA, I felt safe certifying that as Montblanc Mystery Black ink is sold In the US so somebody is importing. I left blanc the chemicals included and the formula identification. I bought the pen from an authorized dealer who sent a customs document written in Italian. However, that must not have been sufficient. My fingers are crossed. I will post the results of my efforts. This almost seems like a practical joke for a small bottle of black ink?

Update:

 

After calling the TSCA hotline, help from my German Secretary (who thankfully speaks Italian), calls to the EPA, and the help of the customs specialist at DHL I was able to acquire the customs declaration from Italy attach it to the TSCA certification I signed. After 9 days in a customs hold my pen and ink were cleared this morning. I am now the proud owner of a Montblanc 149 with a bottle of Mystery Black ink!
