It appears to be a Sheaffer Award rollerball, which would use a Sheaffer rollerball refill.

Hmmm. I can't understand a word of that whispered commentary.

 

I suggest he reads the imprint that's on the cap lip, and open up the pen and look what's written on the refill. That might get him a long way.
