Vintage Pen Says Sapphire On Clip

A friend found and gave me an old fp. It's gray and green marble plastic, side lever action refil mechanism, and the nib and clip says sapphire on it.

 

Any clue who made this pen?

My guess is that it's some third or fourth tier brand. Beyond that, sorry, not a clue. Maybe some of the experts will weigh in.

Attractive looking (presumably) celluloid, though....
