I don't know if this is helpful, but your question reminds me there is an eBay seller (rgbpd1) whose eBay store is called "The Pen Shop of Memphis". I had the impression the online store grew out of an actual physical store, but I do not know if that store still exists. Based on your question, I looked up the seller, and the blurb on the eBay store states, in part, "The Pen Shop of Memphis was started in 1947 by my father and continues today in this internet form". So maybe no brick and mortar presence...

Tobacco Corner sells pens.

Tobacco Corner is pretty much the only place, and they don't have that many. I have purchased from the ebay seller listed above with good results, but no, there is no corresponding brick and mortar store and no local pick-up option. You can sometimes find dip pens in the various museum stores or disposable fountain pens at Office Depot, but that's about it. I go to Little Rock for my pen fix.
