Where Can I Get Replacement Parts/advice For A Vac-Fill Sheaffer?

The pen is really small, has a post-war cap band, and has a triumph nib, and a moveable blind cap held in place with some sort of aluminum collar, so I think it is a sovereign II. So far I think I need to screw out the collar with a prong?, repack the packing unit, and get a new rubber seal. Where can I get the rubber seal and other replacement materials? What tool do you use to screw of the thing holding on the blind cap?

You are undertaking the repair of the most difficult vacuum system pen. For starter, removing the Triumph nib without destroying it requires a lot of practice. Not to mention replacing the packing.

 

Repairing Sheaffer vacumm fill pens is my hobby (I do not do it for others),however, I broke many pens before I got semi proficient, and once in a while I still break one.

 

Your best bet is to send it to those who specialize in repairing Sheaffer Vacuum fill pens.

The proper tool to remove the nib is $90 or so plus shipping from Belgium (fountainbel here on FPN). It'll arrive in a couple of weeks. Dale at Pentooling has the split screw wrench for $10 plus shipping, or you can get a similar device from Laurence in the UK at the Pen Practice. David at Vintage Pens has the gaskets, etc., as do others like Ron Zorn, I think.

 

Importantly, listen to Dan44. I wouldn't do this as a first restore for love nor money, although I did a Conklin Nozac near my beginning.

I have restored other lever fillers, and even if I mess something up too bad I still learned something. I have already taken out the nib, and the pen does not have a complex system like the one in the video so really the only thing I have to do is fix the packing unit.
