I found this. It looks like a drop fill inkwell for a dip pen with a reservoir. I hope that this helps.

That's definitely the same machine but I can't quite see how it works with a dip pen.

The pen illustrated looks like a drafting pen. They held a lot of ink and if filled from the back would likely need less less if any ink cleaned off the surfaces touching the rules, triangles, protractors, and drafting machine. So cleaner to use. Just a guess though.
