More closer to a blue-black, but Montblanc Meisterstuck Twilight Blue, Blue Hour has really nice shading.

I didn't see the question from July but, here is my answer anyway: to achieve shading I mixed Salix and Scabiosa (wait for it)....in 50/50 proportion! Sorry, that wasn't as dramatic as I am sure you would have wished, but it works.

Many blues shade very well. Some of my favorite blue shaders are:

 

Sailor Jentle Nioi-Sumire (blue with slight purple hue)

Caran d'Ache Idyllic Blue

DeAtramentis Hyacinth (scented)

DeAtramentis Steel Blue (dark blue with green overtones)

L'Artisan Pastelier Bleu Mediteranee (medium blue with turquoise overtones - wonderful shading)

L'Artisan Pastelier Bleu Azur (lighter blue with beautiful sheen and shading)

L'Artisan Pastelier Bleu Ultramarine (just a bit darker than Bleu Azur)
