Isn't This Waterman Phileas? And Is This Eyedropper Pen?

I just got a waterman fountain pen from ebay, but I don't know how to fill this pen. I was expecting cartridge system. I asked to seller,but didn't get the answer. this looks like eyedropper to me. My guess is right?

It can also use regular size (short) international cartridges, or a compatible converter for bottled ink.

Thank you for super fast replies. I think the barrel is totally stuck. What do you recommend to do? Soaking in the warm water????

When did you ask the seller the question. If before the auction end that just might have been a good reason to steer clear. These pens unscrew very easily with little effort. In the mean time though, yes soak it in some warm water. Leave that end button off to let water get both sides of the thread.
