How To Repair A Hole In The Barrel Of A Parker Victory?

I won a Parker Victory AF a few days ago, I knew the pen had a damaged barrel, the pen arrived today and to me it looks like at some point there was a cigarette burn that had made a hole and someone filled it with something that looks like wax. The pen will work ok as is(once I get a new pressure bar) but I'm wondering how or even if it's possible to repair a hole a pens barrel. Does anyone know how restorers repair plastic?
