Are All Imperial Sovereigns Vermeil - Over Silver?

Are all gold Sheaffer Imperial Sovereigns vermeil? Gold layer on top of silver? Mine is gold finish with diamond/hatch pattern stamped only "Sheaffer (crown) USA-D.L." on the cap band - and has 14k inlaid nib and converter, with no reference to barrel/cap metal content. Can I safely assume vermeil?

Do not agonize about tomorrow. Today has enough troubles of its own. ..Sufficient for the day is the evil thereof...

I doubt they'd do a vermeil and not mark it. The only vermeil I have is a Parker 75 and it is marked. I only show a picture of it so you can see the difference in the way gold plate over silver looks compared to gold plate over brass. They look quite different. The body of the pen is vermeil while the cap crown and clip are gold plate over brass. As you can see there is quite a bit of difference.
