PVA (white) glue, and if you need to be neat, get a cheap arts&crafts bristle paint brush. You can also thin a little out with plain water if you need.

 

 

Bookbinders use PVA as described here and below. Brush it on, starting from the middle of your good piece, off the edges (onto some newsprint or other scrap) and then place on your target board. Use good quality archival PVA and you will be fine. You can see the results here where I glued the cover paper on to the boards.
