If this were some sort of commemorative pen or a "give away", considering it's rather "cheap" construction, one would expect it to have been produced in quantity. If this is a genuine artifact, why are there no other known examples? It hardly seems likely that there would be only one example to have survived; possible, but unlikely.

 

You have a point. Although I wonder; could this have been something that was planned, then - considering the date - cancelled before very many were made? And surely there were many people who would have delighted in destroying anything that looked like this after 1945. Heck, if I ever came across a pen like that, my first instinct would be to burn or smash it, even if it is a fountain pen. (I also understand there are those interested in the history, who are perfectly decent individuals. We all have different reactions. I think I'd have overridden my first instinct, just to learn more of the history behind it, but I can't say I'd blame anyone for just getting rid of the thing.) I'm not sure we'll ever know the truth about this one.
