What do "custom mark + pf imprint" signify?

I have noticed that Regina Martini on eBay often advertises some Pelikan nibs as having a "custom mark + pf imprint". Anybody know what these marks signify?

Not 100% sure about the "customs mark"; however, I believe it is a hallmark that was originally required in EEC countries as a verification of the stated gold content. It appeared as "E/N" stamped on the nib and is no longer required. I think the PF stands for "Pelikan Fabrik" or Pelican Factory. I believe this would indicate a nib made in house by Pelikan as compared to one that might have been outsourced.

There was a fairly extensive discussion of this stemming from my post on my visit to Pelikan. What I was told at the factory, and what seems to be the case, is that both the PF and EN marks are customs stamps.
