Why can't I always see who viewed my profile?

1. The profile views counter is not designed to only count retrievals by distinct individual visitors. If the most recent visitor refreshes the page while viewing your profile, the counter will increment, but there should be no change to the list of recent profile visitors.
2. Whether a visitor appears on the list of people who viewed your profile is controlled by his/her account settings, not yours.
