Question About Parker 51 Sterling Silver Cap

The Sterling silver cap on this Parker 51 vac fill has scratches on it as though some one has scratched it with a pointed instrument. Is this a genuine cap or has some one "attacked" this cap......

I think that has been 're-finished' rather badly. Or if you are a little less generous, 'Wrecked'.

 

I don't think Kullock uses steel wool & glass paper, which is what looks like has happened to this one. Whoever did it was either new to doing it, or just not very good.

It looks like someone attempted to sand off the ridge lines in an attempt to make it looks like a smooth sterling silver cap. The difference in price is huge as the smooth cap is a semi rare bird to be found.
