The early Parker 17's came with these open nibs, and are quite desirable to the Parker collector.

You might want to visit Tony's site www.parkercollector.com as I am sure he will provide you with a detailed history of the P.17

The early Parker 17 pens or rather Parker 17 Duofold come with open, so called beak shaped nibs. Produced only in 1962 and 1963, in 1964 were replaced by Parker 17 pens with hooded nibs.

Yes. As the above respondents have said. I used to own one, and found it quite a pleasant writer. I sold it to an English FPN member with whom I was exchanging mail, because he had recently decided to take a collecting interest in English fountain pens. He was especially hot for Wyverns at the time, but was also interested in English Parkers not equivalent to pens made in the United States.

So I thought he deserved to own it more than I did. I do miss the nib from time to time, but I think from a collecting point of view the pen belonged in an Englishman's collection of English pens.
