Pen ID request

On behalf of a friend who just acquired this old beauty, can anyone offer any insights as to its age and/or maker? The only marking is on the nib: "ALLOY TIPPED MADE IN USA"

Best of luck on this one. There so many of these BHR (Black Hard Rubber) and BCHR (Black Chased Hard Rubber pens around by any number of obscure manufacturers and without any ID.
