Can You Identify makers mark? Silver ART DECO fountain pen?

Those look like Halmarks for the silver content. Try posting the pen in Penne Stilografiche della Bella Italia, it looks like Italian work to me.

More likely German or other northern European origin rather than Italian.

Unusual as a slip-cap.

Looks like an anchor between the R W which might indicate the city of Birmingham, England.

It might be a Kosca. I have seen a few gold-filled Kosca pens with similar shape and chasing.

A nice pen indeed. Like David mentioned earlier I am intrigued by the slip cap design or does it have internal threads at the section? How does it fill; button, piston, twist filler?

Same brand here. And no clue about it.

 

This one is probably gold filled, 14K solid gold (and amazingly tiny) nib, eye dropper. Same R W with an anchor.
